The author, B. C. Shukla, has extensive experience in law, legislative and parliamentary affairs, and revenue administration. He practiced as a lawyer in the District Court, Varanasi, served in the U.P. Government's Law, Legislative and Parliamentary Affairs Departments, and held various advisory and administrative positions, including Secretary of the U.P. Vidhan Sabha.
